Title: 2024 Triennial Election
Summary: Ballots for all contested seats in the 2024 PEF Triennial Election are being mailed today -- June 3, 2024 -- from the American Arbitration Association
Details: Every member of a bargaining unit represented by PEF as of April 24, 2024, will receive the yellow envelope below for the election of PEF Statewide Officers (President, Secretary-Treasurer, Vice President, Trustee). Members in PEF Regions 4, 8 and 12, will also vote for their Regional Coordinator on this ballot.
Any member who is a constituent of a contested Executive Board seat will also receive this green envelope for the election of their Executive Board representative:
All ballots must be filled out and returned via U.S. mail so that they are received at AAA in New York City by 5 p.m. on June 24, 2024. Electronic or in-person voting is not an option. All votes will be counted on June 25 and winners announced as soon as they are certified.

Title: Family and Friends Day Events / Ticket sales will begin in April.
Summary: Choose the one (1) event that works best for you, your family, and/or friends, regardless of where you live or work. Take part in a special day of fun and entertainment.
Details: The ticket price is $30 regardless of event chosen.
The maximum number of tickets a member/retiree is able to purchase at the special price of $30, is four (4).
Members/retirees are able to purchase up to an additional six (6) tickets at the discounted price of $82.08 for Great Adventure or $67.74 for Great Escape.
All ticket purchases must be made by calling the PEF MBP office.
The PEF member/retiree must be the one to purchase the tickets, however, the PEF member/retiree does not need to be present at the park the day of the event.
Your ticket price includes park admission, a buffet lunch, and a parking ticket.
Once tickets are purchased, the e-tickets will be emailed directly to the member/retiree who made the purchase. They should be kept in a safe place as they must be presented for admission into the park.
The PEF MBP ticket purchasing system is set up to allow you to purchase tickets to only one (1) of the two (2) family & friends day events.

Details: The Office of the State Comptroller (OSC) released Payroll Bulletin 2211 providing for payment of the April 2024 Performance Awards (Lump Sum Longevity Payments) for those eligible. As you may recall, in accordance with the terms of the 2019-2023 PEF/State Agreement, and continued in the 2023-2026 Agreement, the five-year performance award payment was increased from $1,250 to $1,500, the ten-year payment was increased from $2,500 to $3,000, and the new fifteen-year payment of $4,500 was added. The April 2024 performance awards will be based on years at top of salary grade. See Article 7.12(a) and (b). Please note that in accordance with the
2023-2026 PEF/State Agreement, next year’s April 2025 performance awards will be based on years of State service instead of years at top of salary grade. See Article 7.12(c). The Office of the State Comptroller will process this payment via direct deposit. For employees
who do not have direct deposit, this payment will be processed in a separate check. Checks will be dated as follows:

Title: $600 Higher Education Differential
Summary: Higher Education Differential deadline loom; don't wait, get your proof and submit now!
Details: Members have until March 29 to submit proof they hold an associate’s or higher degree, or a professional license issued by the State Education Department and payments are expected to come April 24 (Administration Payroll) or May 2 (Institution Payroll). That proof can come in several forms, the degree or license does not need to be related to the member’s State job, and the proof can be submitted in a variety of ways.
Proof can be copies of a diploma, pictures of a diploma, or final transcripts that reflect the degree conferred. If members can’t find their diploma, they can ask to see their personnel file in human resources. PEF advises photographing the proof and submitting it via the agency’s process. In some agencies, members can also ask the agency to look in their background check file. Members who don’t have a copy of their college credentials can also order a transcript from their college/university showing the degree conferred. Members with more than one kind of proof need only submit one.

The Office of the State Comptroller (OSC) just released Payroll Bulletin 2202.1 providing information about the payment of the 2024-2025 $600 lump sum higher education differential (HED) pursuant to the benefit negotiated in the 2023-2026 PEF/State Agreement.
Payments will be in checks as follows:
Administration Payroll: Effective date March 28, 2024, check dated April 24, 2024
Institution Payroll: Effective date April 4, 2024, check dated May 2, 2024
To be eligible, employees must have been in a PS&T unit position on the applicable effective date listed above and have submitted proof of a qualifying college/university degree (Associate’s or higher) or professional
Location Pay
The Office of the State Comptroller (OSC) also just released Payroll Bulletin 2209 providing information about the payment of the 2024 increases in location pay (Downstate and Mid-Hudson adjustments) pursuant to Article 7.13 of the 2023-2026 PEF/State Agreement.
Payments will be in checks as follows:
Administration Payroll: Effective date March 28, 2024, check dated April 24, 2024
Institution Payroll: Effective date April 4, 2024, check dated May 2, 2024
The Mid-Hudson adjustment is being increased from the current $1,543 to $1,650 and the Downstate adjustment is being increased from the current $3,087 to $3,400. In accordance with the terms of the 2023-2026 PEF/State Agreement, these adjustments will be further increased to $2,000 and $4,000 respectively, in April 2025.

Details: $600 Higher Education Differential that PEF negotiated in your current contract with the State is set to be paid soon! Members will see the money added to their paychecks on April 24, May 2 or May 8, depending on your payroll. PEF members must hold a qualifying degree (Associate's or higher) or a professional license issued by the State Education Department. Your agency human resource office will notify you how to submit such proof, but we estimate that the vast majority of PEF members will qualify.
Be sure to submit your transcript or diploma timely to receive this benefit.

Details: The Office of the State Comptroller (OSC) just released Payroll Bulletin 2204 providing
information about the payment of the 2023 $400 dental stipend pursuant to the Dental Stipend Side
Letter contained in the 2023-2026 PEF/State Agreement. The side letter provides for a $400
payment each fiscal year to eligible PS&T members until the State enters into a new dental services
contract.
Payments will be in checks dated as follows:
Administration Payroll: Effective July 28, 2023, check dated March 13, 2024
Institution Payroll: Effective July 28, 2023, check dated March 21, 2024
To be eligible, employees must have been in the PS&T unit and enrolled in the NYSHIP
Dental Plan having completed the applicable waiting period on July 28, 2023 (ratification date for
the 2023-2026 PEF/State Agreement).
